Yeah, I think it's still shut down. They said it might open today. Still cleaning up the mess.
It was between Rawlins and Laramie, so my guess is elk mountain.

At first glance I thought that was the I-94 pileup from earlier this winter... I'm surprised to see this happen now so far south. I'm guessing the area got hit with a random late season storm?
Randomness aside, people really need to drive according to the road conditions.
