What's the costs to re-gear from 3.21, to 3.73? Found a used 13 JKU I love..

I was recently cleaning my rig and noticed the cover missing in the sway bar electronic disconnect. I went to the dealer to get a new on with no luck. They don't sell a replacement cover. They said they would replace the whole unit of not damaged. Anyone else had this issue?
