Tire wobble question

This may be a completely ignorant question but im curious. While on the interstate (i still am) today i noticed in my mirror that my passenger rear tire (35x12.5 Toyo MT) looks like it waving in and out as it rotates. I looks minor, probably a quarter inch or so. Is this normal or would you suspect a problem? Lugs tightened down incorrectly maybe? I dont feel any weird vibes and yes, the lugs are tight.

I second this ^^^^ I experienced the same problem after a wheeling trip a few years ago.

Rotate your tires, if it moves it's the tire or rim. If it does it with the others it might be something else

Thats what im gonna do as soon as i can. Hopefully its not an axle flange....
