It's not about being big but having a high enough impedance at the frequencies you are trying to block, then putting it in line. The capacitor is the same only different, you want it 'sized' to allow the frequencies you don't want to see to pass through then placed before the 'choke' going to ground.

These will have to be physically capable of carrying what you expect as the largest load through them and you should have a significant safety factor in the equation.

The question becomes the source of the RF. Most likely, as above, crap design of something like a switching ps or crap design and the video signal is feeding back into the ps from the amp or pre-amp stage.

The only reason I went with that size toroid is so that I was sure I could wrap the DVR power cord around it... Wasn't sure about the specific frequency(s)
