Going to San Diego after the Calif 300, and planning a stop at Pismo/Oceano Dunes on the way back home. Can you still drive on the beach/dunes? What are the best options for off-roading? Any other suggestions for the area?

Yeah you can still drive on the beach and the dunes but they have restricted a lot more area on the dunes unfortunately. Go while you still can! I know there are some other local trails but haven’t personally been on them to really give any info.
