What are the best street legal bead locks??

There are a handful of DOT approved bead locks. You can do a google search for DOT approved "bead lock wheels" and you'll get a few hits. Haven't seen them personally, they actually seem a bit more complicated than I prefer. ATX slabs work just fine, I have yet to hear of anyone getting a ticket for them.

There was a debates while ago on a thread here about DOT vs. non-DOT approved bead locks quite interesting.
