Offroad evo suspension question

Hi everyone i live in tennesse and the lift law here is that the bottom of the front bumper i think can be no more than 31" or so off the ground. I really want to get the offroad evo double-throwdown suspension frt/rear w/ the offroad evo trail arms put on my 2 door jk and run at least 38s and possibly 40s. Would that be legal here height wise for anyone that is running this set-up on their jk already? And what drive-shafts should i get that would be strong enough to take the abuse of any trails and debris and long enogh to reach the axles from the transfer case? Thanks
