Thinking about buying the 2.5 in. Budget boost. Should I get it with or without the shocks?

Depends. The shock extensions will get the job done and you can do the whole thing for cheap.
EDIT: I see that you have an X. I have found that X, Sahara and Sport shocks are a bit on the soft side for my taste. For this, I might recommend that you get new shocks to go with the kit BUT NOT the TeraFlex ones as they are basic hydro shocks and not even as good as what you already have. I might recommend that you get a set of Rancho 7000MT's instead.
