EVO Builder Corner Install Help

So I'm planning on installing the EVO-1019 flareless builders corners but I'm having some trouble understanding the instructions. It says that some holes are drill through holes.. Do these still receive nutserts? the instructions say to drill through on the holes surrounding the fuel tank and to use a .75" long bolt, washer and lock nut but there are no washers or nuts in the hardware package... Should I go buy some or just install the corners using nutserts on all holes? I am also installing the tire carrier so I don't want to put a nutsert in the alignment hole if I'm not supposed to... I'm a bit confused, here is a picture displaying the drill through holes

The nuts and washers will be in the hardware for the tire carrier. If you are installing tire carrier at same time don't put a nursert in alignment hole.
