This is a site with some info on states with and without fender and mud flap laws! In NC. There is no mention of mid flap or fender laws so it's not a law! But some police will still mess with you about it if they suck or don't know the law!

It looks cool but chips the hell outa the paint, tossed a rock and cracked my own windshield. And it is not possible to keep it clean.
I ended up putting front fenders back on. Going without your rear ones is not so bad.
