No power to PIN 16 on OBD 2 connection

First, I just joined the group today. "Hello everyone".

2010 Jeep Wrangler Unlimited (I'll update my signature line later) that won't pass emissions test cause no power to OBD 2 connector. I did the usual stuff.

Confirmed with volt ohm meter that pins 4 & 5 are grounded and have good continuity

Checked pin 16 for 12 volts and nothing.

Opened up the the Totally Integrated Power Module (TIPM) and checked fuse M17 (I think it was that one) the one paired with another 10 amp fuse under that bright yellow piece of plastic.

Both of those fuses were good.

Pulled the fuse (M17) and checked for 12 amp on both metal tabs on the TIPM and nothing.

So... Question is instead of buying another $200 plus dollar TIPM, can you you just run a hot lead to pin 16 to provide 12 amps in order to pass emissions test?

I have not experienced any of the other problems like crazy wiper blades, horns, etc... that others who have TIPM problems experience. It's just no power to PIN 16 on the the OBD 2 connector.

Or did I look at the wrong fuse?
