What is a Targa roof?

It's Porsche terminology for a fixed rear window/partial convertible.

The freedom panels could, I guess, be considered a targa type top.

Targa is a Roof top type where people sacrifice a lot of cargo area space for a top that slants close to the angle of the factory roll cage...

No, I think it is a name that some German company ;) uses for their partial hard top sports cars - the Targa. I also think their top is a one piece removable panel, the seller / dealer just has his or her head up a lower body orifice. Not sure why anyone would want a one piece in their JK, would make for a difficult time getting it to fit in the back when taking it off.

a targa top is like what you find on a supra, corvette, Honda del sol and many more. Jeep wise they ment Freedom top

Yeah targa top is a European term for a top where only the panels above the front seats are removeable. Think Porsche 911 targa. 930 turbo being my favourite
