You are correct. If you google "jk headlight adjustment" Eddie's write-up if the first thing that pops up. Google is your friend

When I mine I didn't follow the write up. I measured from the ground up to the center of the headlight. I then moved it back 20 or 25' I can't remember and measured up that far and set the lights to that height

You dont need to remove the grille you just need a driver that can reach it.

Set mine at three feet up to the very top of the spot at a distance of twenty five feet. Find Eddie's write up and follow it. Also make sure your sitting on level ground.
There's also a write up floating around here on horizontal adjustment. A little bit more involved than the vertical adjustments. But still nothing serious that most people should be able to handle.
