Floorboard Coating

I swapped my soft top for my hard top a couple of weeks ago. We then had eight days of rain. Needless to say, the hardtop leaked around the freedom panels. I had standing water in the front and rear floorboards. It's not the first time this has happened (again, no surprise). I pulled the carpet and dried it out and took it to the dealer again (it's still under warranty - 34,800 miles). They're ordering a new gasket - we'll see.

When I pulled they carpets there was a heat shild(?) / soundproofing (?) coating that had started to peel.

The dealer is not sure what it is or how to repair it. They're "doing research."

Any thoughts on what it is and how to repair it?

Caught the Bug
My 2014 also doesn't have that. I changed my carpets to bedrugs and stuck the heat shield on the carpet itself rather than floor. I would peel this shit off and clean and paint that area this way you are not trapping moisture underneath there.
