Air bag light

Ok so for a week now my airbag symbol came up on the dash and my horn not working? Would this cause
Problems starting because twice now my jeep didn't want to start. I know it's not the battery I just bought a new optima yellow top so any suggestions or anybody run into this problem. I have a 08 jk unlimited x

It's your Clock Spring! Mines been replaced 3 times now.

Definitely the clock spring. Had to replace mine.
