Whirring Noise

Can someone enlighten me as to what this noise may be attributed to?

My best guess is power steering pump. How many miles do you have on your jeep?

It doesn't change pitch when you turn the wheel. So, I'd try replacing the serpentine belt.

as mentioned check the belt and your power steering fluid level

Not to scare you, but my 2 door had a similar noise when my transmission had to get re seal and replaced the torque converter

Oh...well...that doesn't sound pleasant...or cheap.
