I was wondering if anyone could recommend what psi is safe to air down to when your not running bead locks?

Depends on how wide of a tire you're running and on how wide of a wheel. Assuming you're running a 12.50 wide tire on an 8" wheel, you can get down to about 10-12 psi pretty safely or, at least for the most part. Given the right circumstances, you can still roll a bead.
I usually go down to 10-12 psi.

Yes that is my wheel and tire set up exactly. 10-12 is a litter better than i was expecting.:thumb: Thanks!
