Caught the Bug
I use Velcro, we use it at work all the time. It blends in really well with the cover on the roll bar.

what Nbunga said, you don't want to restrict the belt or try tying it off, my better half just hates the flutter but its just the way it is. I just tune it out.

I just use it on the seatbelts that don't get used. The backseat of my jeep spends most of it's time in the garage..
