We used a loader to tip it back over...very little damage to truck, truck was checked out and put back in service after the investigation was over.

Yes, Thankfully no one was in he truck at the time.... it was parked on the Shovel flat and the driver of the haul truck did not see the light duty vehicle and ran it over as he made his turn to the shovel... visibility is a problem in the big equipment.

So would that be hauler driver’s fault or the guy who parked his truck in a work path?

It's actually both...Light trucked parked in high risk area, now we have disengaged area on flats with berms....Driver at fault for not seeing the truck as he turned...pickup was on his good side.
