Looks like "Elite", no idea the story behind it though.

He has a Call of Duty MW3 edition so I would assume the skull and Elite refer to the game's Elite membership. Just a guess on my part.

Very Sexy!!! You could powder coat your rims for about 60 bucks a piece and be blacked out if you like that look... I did mine and love how it turned out...
