it really depends on your budget and how you want to get there. for 35's, you can practically run them stock if you were to run flat fenders or a trimmed factory set. for 37's, you can do with as little as 3" of lift the same way. if you want to keep your full fenders, you'll need 3" of lift to clear 35's and more like 4.5"+ to clear 37's. of course, the taller you go, the more you will want to spend on a more complete kit and things like drive shafts.

Absolutely a suspension lift. A 1" body lift would be the max you should really do. Like Eddie said, you could do a 2.5" or 3" lift for 35" tires, which will be a very capable JK.
Assuming you are talking about a JK and not a TJ or even a YJ.
