Extended Fenders

I run the wide version of the Poison Spyder flares in aluminum. I’ve gotten used to the look and don’t mind it anymore but I’d prefer something more narrow. PA has fender laws so this was my best option. I previously had the flat plastic Bushwackers and got a warning from a township cop about having too much tread uncovered. Anyone know of a fender that has +7 inches of rear coverage and +12" of front wheel coverage? I read the local rules wrong and need to cover the tread to pass state inspection.
Stock axles, 12.5 tires and 3.5 BS.

I had the same problem in Germany, the laws are very strict due to the autobahn and the speeds people travel. I went with the Hurricane Fenders by Rugged Ridge because they were inexpensive and I plan on swapping them out later. Here are some pics with 35x12.5x17 tires.
