Caught the Bug
I recently did this. I cut off 2 inches. The metal is surprisingly thick, so get a couple of new blades for the saw-zall. Once the end is off, you have access to pry out the plastic plug- I used a screwdriver to pop it out from the inside. Hit the bare metal with rustoleum satin or texture black to prevent rust. Pop cap back on and re-install.

This sounds like the way I did mine except used a port a band and I already had new push pins so I used them.
