My guess is an act of activist terrorism, that last one didn't break the pipeline, this one did, and they went out of their way to get to the valve.
As far as the last statement from "Officials", I call bullshit.

The vehicle drove through the fence on the west side of the Walmart parking lot, located at 9025 Spencer Hwy. The SUV then traveled into the pipeline's right-of-way and hit the pipeline valve, according to a statement released Monday evening by Deer Park officials.

Even though the "Officials also said the preliminary investigation revealed no evidence of "terrorist activity," and it appears to be an isolated incident."

My rule of thumb if the first thing they say is it’s NOT terrorism or we don’t suspect terrorism then it sure as hell was musloid terrorists.
