Stubby bumpers...law enforcement issues?

Bumper are required. The maximum bumper height for passenger vehicles is 22 inches (11 CSR 50-2.311).

Missour does not have a suspension lift law or a vehicle frame height limit, however, bumper height is restricted depending on the vehicle's GVWR. As long as the bumper height is kept legal, residents of Missouri are free to modify their vehicles by installing suspension lift kigs, aftermarket wheels, and tires, performance shocks, aftermarket bumpers, and grill guards. (MRS 307-172)

I know nothing about MO but the Ohio revised code states a bumper must extend the width of the tire track, be a minimum of 4.5" tall, and be suitable to aid in a low speed impact. Clearly this code is not enforced and hasn't been revisited since the 5MPH bumper days.

I run a stubby, and bumperless and (knock-on-wood) haven't had any issues.

I run a stubby front in Ohio also and haven't had any issues for about three years so far.
