Tire PSI question and floaty jeep

So I "think" I might have found the floating issue but wanted to ask the experts
I have a set of BILSTEIN 5100's on the jeep (which comes with the Clayton Kit). Looking at the top bolt, there were only 2-3 threads showing. I see conflicting information on how much to tighten these things down. I would assume they should be tightened until the nut stops, but I have seen it only until the bushings/isolators start to compress. Thoughts?

Shouldn't cause a floaty feeling but regardless, grab the shock by hand and see if it moves. If it doesn't and the bushings look compressed, that's likely not it. Post pics if you can.

Looks fine to me. If they're tight, you're likely good.

I just did the hand check as well and on the pitman arm I feel a small pop but it's hard to pick out visually

The passenger side was loose as heck so I might tighten it down just a little bit more for good measure
