Rear brakes or something worse?

Had to take the shafts to a shop to get the new bearings pressed, none of the ones I had access to were tall enough. So I'll get those back Monday.
I drained the diff and there were some nice chunks on the magnet SMH they all looked like pieces of the seal but for good measure I pulled the cover to check it out and everything looks fine. Only thing that still has me stumped is inside the tube on the passenger side there is some weird build up on the top of the tube. Honestly looks like rusted welding splatter and is right under the spring perch. In the pic it's hard to tell but it's not in the same spot as the breather. Anyone ever see something like that in their axle?

I had that in my 2010 JKU, turned out to be hardened sludge.

I used a large bottle brush attached to a long wooden dowel to see how easily it would come off, didn't take much to clean it out
