Correct. Safety Wire Pliers (swipes) aka Safety Wire Application Pliers (swaps) are commonly used in aviation maintenance as indicators if bolts have broken torque. They are not meant to hold bolts in place, but rather used as an indicator if they have spun. A lot of aircraft bolts have holes drilled into the bolts heads for the safety wire to pass through, which are then “daisy-chained” to the next bolt or a rigid point of reference. If the wire is broken upon inspection, the bolt must be retorqued, safety wired, and inspected.
