Just wanted to say that QuicksilverJK got it. Before pulling anything, I decided to adjust the idle mixture screw and sure enough, it was in fact off and now it runs with the starter control pushed in, just like it's supposed to. Thanks everyone for helping to brainstorm this with me

I just rebuilt my Carter w/o today after the kit sat on a shelf for a year. If I'm still having fuel issues I might just have to use this write up. Thanks for sharing as always glad you were able to get it running well!
