Wait. I think I’ve seen this movie. The United States had just elected the first African American President, and a new era of racial harmony was about to be ushered in. In the movie gas got really expensive, so people were never going to buy Tahoe’s & pickups again. Total government logic. The office building my old government agency was out of was built but them, then sold and leased from the person they sold it to. Made 0 sense to me

Just drop a decimal place. So 1.00 becomes 10.0. Easy-peasy
Never seen a gas station round to the dollar- always x.95.
California uses three decimal places because their pumps are super accurate.
