Yes. Like others said, if once you've adjusted the steering wheel by turning that sleeve then tightening it down, it still goes off-center then the threads are probably stripped and needs to be replaced.

Rotate the adjustment link just a little bit until you figure out which way centers your steering wheel.
You'll need someone to watch the steering wheel so you don't rotate it too much and it literally takes just a little bit of adjustment to make the wheel turn.
Once you get it centered make sure the clamps are lined up on the Sleep properly and tighten them down you don't need to tighten them till they're good and firm.
Unless you can see the threads or visibly flattened out it should hold

If you're referring to the threads on either side of the turnbuckle, yes, it should be the same. That's how turnbuckles work - they have opposing threads to allow extension or compression depending on which way you turn it.

Well on one side a once of threads is exposed and on the other only 3/4 of a inch of threads is exposed how do you fix that?

Just to help someone out I found out the issue it is my track bar is worn on both joints so it moves every time I turn allowing my axel to shift also
